根据中国海关总署令第147号公布的修正后的《中华人民共和国海关对进出境快件监管办法》规定，个人物品类进出境快件报关时，应当向海关提交进境快件收件人或出境快件发件人身份证件影印件和海关需要的其他单证。您可以至中华人民共和国海关总署官方网站查询相关规定。

根据《中华人民共和国反恐怖主义法》《中华人民共和国邮政法》规定的安全保障制度，邮政、快递等物流运营单位应当实行安全查验制度，对客户身份进行查验，依照规定对运输、寄递物品进行安全检查或开箱验视。物流运营单位，应当实行运输、寄递客户身份、物品信息登记制度。

According to the revised Regulations of the Customs of the People's Republic of China on the Supervision of Import and Export Expresses promulgated by Decree No. 147 of the General Administration of Customs of P.R.China, the photocopies of the identity certificates of the recipients or senders of import and export expresses and other documents required by Customs shall be submitted to Customs when the declaration of personal belongings expresses is made. According to the security guarantee system stipulated in the Anti-terrorism Law of the People's Republic of China and the Postal Law of the People's Republic of China, logistics operators such as the state post and expresscompanies should implement a security inspection system, check the identity of customers, and conduct security inspection or open  inspection of expresses transported and delivered in accordance with regulations. Logistics operating units shall implement a registration system for the delivery, the identity of consumers , and the information of the expresses.
